Rhoda Jameson Milliken1

     Rhoda Jameson Milliken was born on 21 June 1895 at Washington, District of Columbia.1 She was the daughter of Hon. William Alfred Milliken and Elizabeth Crawford Vawter.1 She began military service on 18 June 1918 in the United States Navy.1 She ended military service on 17 June 1920.1 She died on 14 March 1992 at age 96.1

Rhoda J. Milliken, 96, a Washington native and retired D.C. police captain, died of pneumonia March 14 at her home in Vero Beach, Fla.

Miss Milliken joined the force in 1919 and became head of the force's women's bureau in 1934. She was promoted to captain in 1936 and retired as captain and bureau chief in 1953. She then moved to Rockport, Mass., where she lived until moving to Florida in 1989.

What was then called the women's bureau included the force's female officers and, according to its directive, handled "the investigation of complaints against children, girls and women." It also worked on problems dealing with children and families, and did liaison work with the city's Juvenile Court.

During Miss Milliken's years on the force, she never wore a uniform, preferring tweed suits and a hat. She never had to use her gun, though she carried one in her purse. In the mid-1930s, she studied British police techniques in London at New Scotland Yard. She later told reporters that she concluded that U.S. women officers were every bit as good as those in Britain.

Standing 5 feet 4 inches tall and weighing 118 pounds, she referred to suspects who had been arrested by her force as "clients" and maintained that her officers, who numbered 44 at one point, were "policewomen with social worker training."

When it was announced that she was retiring, The Post ran an editorial saying: "This unorthodox, unassuming female cop has been one of the best, and best-loved, citizens and public servants in the District of Columbia."

It went on to say that she "has run her force with humanity yet without sentimentality; she has done incalculable good in the community, yet she has never been derided as a mere 'do-gooder.' "

Miss Milliken's father, a former law school dean, came to Washington to work in the Cleveland administration. Her mother and an aunt had been reporters and editors with the Washington Star.
Miss Milliken was educated at finishing schools before entering Barnard College. She graduated from the college, where she studied sociology and urban government, with a Phi Beta Kappa key in 1918. She told a disapproving family that she had set her mind on a career of public service. During World War I, she was a Navy yeomanette and worked on Navy codes here. She joined the D.C. police as a private in January 1919.

She had been active in national and state Democratic Party organizations for 78 years. She also had been active in the League of Women Voters and was a member of the American Association of University Women. She received numerous awards from area civic and women's groups.

Miss Milliken leaves no immediate survivors.2

Robert Campbell Milliken1

     Robert Campbell Milliken was occupied in several endeavors as an attorney, a salesman and an insurance inspector.2,3,4 He was born on 14 January 1861 at Johnson County, Texas.1 He was the son of Capt. Samuel Ramsey Milliken and Annie Henrietta Campbell.1 He was was involved in a shoot-out with Tom Kennedy over a business dispute. The article stated that Mr. Milliken was shot, but also that he was in jail and Mr. Kennedy was recovering. in July 1888.4 He married Olive Jones on 11 June 1890 at Thorp Springs, Hood County, Texas.5,6 He died on 13 July 1937 at Washington District of Columbia at age 76.7,8

Robert C. Milliken Dies in Washington

WASHINGTON, July 13, - Robert C. Milliken, 76, brother of Dr. Samuel E. Milliken of Dallas, died Tuesday at Gallinger Hospital from a hip fracture sustained in a fall last May.
Before the World War Mr. Milliken was a prominent attorney for an insurance company in Dallas. An authority on farm credit and mortgage financing, his manuscript of a book on the subject was in the hands of a publisher at the time of his death. He devoted most of his life to the study of rural credit plans and came to Washington before the war to advise congressional committees on legislation creating the present farm mortgage system. Mr. Milliken also represented a large insurance company here and served as a Capitol guide until 1930. He entered the home for the aged two years ago after his eyesight failed. IT was at the home that he fell last May.8
